Help me understand better please? Mobile App Blocked and Not Blocked by the SAME category

Grindr.com is NOT blocked by Social Media category.

Why are these two not identical in their categories? 

Follow up question and in general: Doesn't this whole vote based, crowd sourced voting and proposing categories leave a lot of room for malicious parties to hijack the process in some way with fake votes? Sure, the categories do not involve actual threatening websites or sources, but you see what I am saying, this process can be abused and there could be ways for dual or more identities for apps and websites to get around things... Nevertheless, this is more of a rhetorical question, I am much more interested in answers to my first question's answer.
