TikTok Blocking Working on Computers but Not Phones or Apps - Cellular Turned Off
So I've entered all the domains from an updated TikTok blocking list, and have also set tiktok.com and all subdomains to be blocked. It seems to be working on our desktop computers and laptops, but phones and tablets can still access through the app and even through the web browser on these devices. Cellular is completely turned off during testing, however if I go to Safari or Chrome and type in "tiktok.com" it resolves just fine and the app works as well. Below is my list. There was also a list of IP's to block, but open DNS doesn't have IP blocking features that I can find.
Does anyone have any suggestions?

I would guess that your phones are using a different dns servers for name resolution. The android phones are probably using the google name servers. That does not explain the apple devices but check their dns settings as well.
You could try a packet capture or place an access list on your firewall to check what DNS servers are being hit.
